Co-founder
After graduating from Ankara University, Faculty of Political Sciences, Department of Political Science and Public Administration in 2006, she passed the examination held by the Financial Crimes Investigation Board (MASAK) the same year. She served as an Expert at MASAK for 17 years and left public service at her own request in 2023.
Her expertise thesis, titled “Evaluation of the Crime of Laundering Assets Derived from Crime within the Framework of the General Provisions of the Turkish Penal Code No. 5237,” was published as a book by MASAK in 2010.
During her career at MASAK, she conducted analysis studies on money laundering and terrorism financing crimes and suspicious transaction reports. She represented MASAK in many national and international seminars and meetings. She also served as an instructor in training and workshops related to Law No. 5549 on the Prevention of Laundering Proceeds of Crime and related legislation.
In the field, she conducted compliance audits and violation investigations regarding obligations and managed the processes of materially and legally reviewing the reports prepared as a result of these audits. She worked in the Obligations Supervision Department as the sector officer responsible for payment and electronic money institutions and banks.

After graduating from Yıldız Technical University, Department of Political Science and International Relations in 2009, she pursued a master’s degree in National and International Security Strategies at the Strategic Research Institute of the War Colleague between 2009-2011. She prepared her master’s thesis on “The Impact of the European Union’s Expanding Border Policies on Turkey” and subsequently began working as an Expert at the Financial Crimes Investigation Board (MASAK) under the Ministry of Treasury and Finance. After more than 10 years of service, she left public service at her own request in 2023.
During her career at MASAK, she prepared an expertise thesis on the U.S. OFAC sanctions, conducted analysis studies on money laundering and terrorism financing crimes and suspicious transaction reports, and represented MASAK in many national and international seminars and meetings. She also served as an instructor in training and workshops related to Law No. 5549 on the Prevention of Laundering Proceeds of Crime, relevant legislation, and internal control processes and their implementation. She participated in many projects, including the AML scenario harmonization project for financial institutions.
In the field, she conducted compliance audits and violation investigations related to obligations and managed the processes of materially and legally reviewing the reports prepared as a result of these audits. Most recently, she served as the sector officer responsible for crypto asset service providers, factoring, finance, financial leasing, and savings finance companies in the Obligations Supervision Department.

Faruk MUTLU completed his undergraduate education at Gazi University’s Faculty of Economics and Administrative Sciences, Department of Finance (1992), and his master’s degree at the same university’s Institute of Social Sciences, Department of Finance (1998).
In 1992, the year he completed his undergraduate education, he started working as a Tax Inspector Assistant at the Ministry of Finance. He served as a board member of the Tax Inspectors Association and as the Editorial Director of the association’s professional publication, the Tax Report Magazine.
In 1998, he began working at the Financial Crimes Investigation Board (MASAK), which started its operations on February 17, 1997, contributing to the establishment efforts. During this period, he conducted preliminary investigations related to money laundering crimes, served on report reading commissions, and participated in training programs for obliged parties and law enforcement units.
With the publication of Law No. 5549 on the Prevention of Laundering Proceeds of Crime in 2006, MASAK was restructured with a focus on preventive measures against money laundering. As part of this restructuring, he was appointed as the Branch Manager in the Obligations Supervision and Training Department. Throughout his 15 years as Branch Manager (2006-2021), he contributed to the preparation and amendment of legislation, played an active role in training and workshops for obliged parties and their associations, and prepared obligation supervision programs.
In 2021, he was appointed as the Head of the Obligations Supervision Department, where he managed the preparation and implementation of “Risk-Based” supervision processes, contributing to compliance with FATF standards.
After serving MASAK for over 25 years in various positions, primarily focusing on obligations and obligated parties, he retired from his position as Head of Department in January 2024 and joined the “All Compliance” family.
For the benefit of compliance officers, auditors tasked with obligation supervision, and MASAK Assistant Experts, as well as other relevant parties, he co-authored the following publications:
